What is an Emergency Services District? 


An Emergency Services District (ESD) is a grassroots government created by voters in an area to fund fire protection, emergency medical services, or both. More than 300 districts are operating in Texas, and more are added at almost every uniform election date. There are more than 310 ESDs in Texas, 32 of which are in Harris County. The governing statute for an ESD is Chapter 775 of the Texas Health and Safety Code. FUN FACT - ESD's with 3 numbers cover multiple Texas counties i.e. ESD 200 and ESD 100. ESD's with 1 to 2 numbers cover areas within a single Texas county i.e. ESD 11 and ESD 9.

2002

In 2002, ESD 200 was formed by a vote of all residents within the proposed (approximate) 600 square mile boundary of the district. Upon a passing the electoral vote, ESD 200 was established and began collecting property tax to assist in funding the different self-established 501c3 departments already in existence. ESD 200 established contracts with nine (9) different agencies to ensure proper coverage for the district as a whole. These were Waller County EMS, Waller VFD, Prairie View VFD, Hempstead VFD, Tri-County VFD, Monaville VFD, Pattison VFD, Mt. Zion VFD, and Katy Department.

2007

In 2007, a new 501c3 fire department was formed in the far northwest corner of the district which was named Rolling Hills VFD. They soon went into a contract just after opening its doors.

2013

In 2013, Brookshire VFD also went under contract bringing a total of 11 contracted entities into service under ESD 200.

2015

In 2015, Duty Crew was established at Waller VFD, Pattison VFD, and Tri-County VFD from 6a-6p to help supplement daytime response.

2017

In 2017, ESD 200 moved to a TCFP regulated department and hired its first Full Time crews. In September of that year, Station 6 was established in the Katy area. Within just a few short years, Waller County became the fastest growing district around.

2022

In 2022, Station 81 build out was completed which allowed the district to provide a second full-time staffed station as well as the ability to house administration staff.

By 2024, ESD 200 is projecting to open 2 more full-time staffed stations.
